Public: Anyone can view. Something to consider is that some online merchants will accept money orders - you can get them easily from the post office. You don't need a credit card or anything to get one, just cash. I've done business with many people who either couldn't or simply didn't want to pay instantly online. It takes longer, because you have to mail them in, but it's not a big deal.
If you haven't already, try hosiery shops and hosiery departments. Off the top of my head I don't know of anyone selling them (heven't been looking for them), but since big sweaters worn with leggings are kind of "in" mainstream fashion right now, you might luck out with them being marketed as "footless tights".
